Safflower oil's ability to penetrate (soak into) hair hasn't been well-researched but is it is likely to have low moderate penetration (lower than olive oil, and much less than coconut oil)

Found that camellia oil can penetrate the hair shaft at a low-moderate level compared to high penetration oils like coconut. It also found that safflower oil was just as good as coconut oil at preventing damage.
